Francesco Rosi practices law in the foro (Bar Association) of Rome, qualified to practice before the Corte di cassazione and experienced in administrative law, European law, in particular in the field of health law, environmental law, procurement of services and public works, the economic and financial relationship between public and private sector, arbitration, conciliation and mediation procedures.
Consultant of several religious hospital health facilities (member of the Board of Directors of the Regina Apostolorum Hospital of Albano) and rehabilitation facilities within the Lazio Region, as well as the Associazione Religiosa Istituti Sociosanitari (ARIS) of Lazio and the ’Federazione degli Organismi per l’assistenza alle persone disabili (FOAI), for all matters concerning the relations with the Ente regionale (Regional Entity) aimed at determining the remuneration of services;

He has dealt with land planning, particularly with the definition of constraints for protected natural areas and of hydrogeological constraints and soil protection; he has participated in the drafting of planning acts referred to national and regional natural parks, as well as in the preparation of the planning competence of the Autorità di Bacino (Basin Authorities); he was legal advisor for the Ministry of the Environment in the implementation of EU Directive 2007/60/EC on the “valutazione ed alla gestione dei rischi di alluvione” (“assessment and management of flood risks”); responsible for the monitoring of funding for urgent interventions of soil protection financed by MATTM under D. L. n. 180/1998 (art. 1, paragraph 2) and D.L. n. 279/2000 (art.1, paragraph 5), as well as Law no. 179/2002 and Law no. 326/2003, art. 32, paragraphs 9 and 10) “Programmi ed interventi per il riassetto idrogeologico e la difesa del suolo” (“Programs and intervention for hydrogeological reorganization and soil defense”);
He is a lecturer in training courses organized by several public training organizations in the fields of administrative law, health law, arbitration and EU law, and he recently started lecturing for the Scuola Superiore di alta amministrazione of the Lombardy Region, taking part in courses for the Direzione generale della salute (Directorate General of Health).
On 1.2.2009 he became a member of the working group for the drafting of the Regulation of the Sila National Park on behalf of CUEIM (Consorzio Universitario di Economia Industriale e Manageriale).
He has been a professor at the University of Salerno and at the Scuola Superiore della Pubblica Amministrazione.

He was the winner of a scholarship assigned by the Consiglio Nazionale Ricerche (National Research Council) – Announcement n. 224.09.4 of 31.12.1991 – on the subject “Decentramento Amministrativo: le aree metropolitane”at the Institute of General Public Law – Faculty of Law University of Salerno, under the direction of Professor Domenico Di Rago for the duration of 24 months.
He was the winner of a scholarship awarded by Consiglio Nazionale Ricerche (National Research Council) – Announcement n. 203.09.18 of 16.12.1989, competition for ten scholarships for foreign countries in the field of disciplines related to the legal and political sciences – on the topic “Fonti e atto Amministrativo in Francia””at the “Institut Droit Compare” University of Paris 2, Paris, under the direction of Professor Denis Tallon, for the duration of 24 months.
Together with Anton Giulio Lana, he was the winner of a scholarship assigned by the Council of Europe for studies and research in the field of Human Rights for a period of 12 months, starting from 1.6.1989, on the issue “La Convention Européenne des Droits de L’Homme et la liberte d’information: la pubblicite commerciale”.
In 1998 he attended the British Law course at the City of London Polytechnic, obtaining a diploma in Common Law Introductory.
From January 1986 to December 1988 he was prosecutor in training at the Avvocatura dello Stato in Rome.
He is an expert in insolvency procedures and has followed various procedures of concordato preventive (Arrangement with creditors), liquidazione coatta amministrativa (Compulsory administrative liquidation) and amministrazione straordinaria (Extraordinary administration) procedures, defending workers or creditors, pursuant to d.lgs. no. 270 of 30.7.1999 and subsequent amendments and additions.
